In a bustling city like Hong Kong, non-governmental organizations (NGOs) serve as the vital backbone of community support. Among them, the Urban Peacemaker Evangelical Fellowship (UPL) stands out for its incredible dedication to uplifting vulnerable populations.
Operating across 5 different locations with a dedicated team of 30+ social workers and 700+ volunteers, UPL provides a safety net for over 10,000 beneficiaries, including the elderly, youth, low-income families, and ethnic minorities.
Managing an impact of this scale is no small feat. At any given moment, UPL runs more than 550 concurrent projects—spanning from student tutorials and outdoor activities to skill development, food support, entrepreneurial training, and family crisis intervention. To seamlessly recruit volunteers and keep these massive operations running smoothly, UPL realized they needed a powerful, integrated information system.
The Vision: Defining the Objectives
Before writing a single line of code, the core goals of the digital transformation were clear. UPL needed a centralized platform built to achieve four major milestones:

Building a system capable of managing hundreds of projects required a thoughtful, step-by-step development process using the agile ourDB platform.
Phase 1: Foundation & Prototyping (2021 - 2022)

- January 2025: The core management system officially went live! Concurrently, development began on the Third Module—an advanced event evaluation system designed to automatically turn enrollment statistics into actionable evaluation reports.
- September 2025: The completed event evaluation system officially went live, finalizing the ecosystem.
