    Submits Proposal on "Redefining West Kowloon"--Version 2
    to
    Chief Secretary for Administration's Office, HKSAR



    With the deadline of public consultation for Development of West Kowloon Cultural District (WKCD) on 30 June 2005, the People's Panel on West Kowloon (PPWK) has submitted its Proposal of "Redefining West Kowloon" -- Version 2 to the Chief Secretary for Administration, the WKCD Team and Dr Patrick Ho, Secretary for Home Affairs on 29 June 2005 by special delivery.

    The Proposal of "Re-defining West Kowloon" is a collection of opinions and comments from the art and cultural community, professionals and the general public. We have launched four public forums, several docent tours to the exhibition and focus group meetings since November 2004. Much feedback and suggestions were received. After incorporating all the relevant comments and suggestions from all walks of life, the Chinese and English versions of the Proposal have been finished in May and June respectively.

    Recently, PPWK has learned that the Government may be going to give a halt to the single development approach. However, there are a lot more for discussion. In our Proposal, among other things, we suggest establishing a "Metropolitan Cultural Think Tank" (MCTT), which is the mechanism of "tripartite cooperation" with participation of representatives from the Government, the business sector and the civil society. We set up a timetable and schedule for the development of WKCD. We hope that the Proposal could serve as a blueprint for the Government to develop WKCD and in formulating long-term cultural and urban planning policies for Hong Kong as a whole.

    In our letter (together with our Proposal) to the Government, we have expressed the wish to have a meeting with the new Chief Secretary in the near future to discuss the development of WKCD in depth. Moreover, PPWK will continue to communicate with its members and the community on related issues by holding more forums in the future.
