〈公民社會西九宣言〉記者招待會
二零零六年一月廿六日


聯席於一月中旬得悉政府有意邀請部份成員加入兩個委員會,在預設的框架下討論西九項目的文化規劃。我們認為在委員會仍然按照「三揀一」的方式下沒有太多的討論空間,與聯席一直要求的「全速全民再規劃」相違背,故此拒絕政府的邀請,而最終亦至成立兩個委會員的構思告吹。及後,西九聯席於一月二十六日聯同專業團體、文化界別及跨界別組織召開記者招待會,發佈由九個關心香港文化發展與城市規劃的組織共同聯署的〈公民社會西九宣言〉,強烈要求政府:

• 停止單一招標
• 停止把文化設施與地產項目的發展捆岫b一起
• 加快以公開透明、尊重持份者的方式制訂文化政策
• 加快成立臨時「西九發展管理局」

發起聯署團體包括:香港建築師學會西九關注組、香港當代文化中心、牛棚書院、進念二十面體、社區文化關注組、新力量網絡、公民起動、西九龍民間評審聯席會議及香港可持續發展公民議會

Press Conference on “WKCD Joint Statement”

People’s Panel on West Kowloon (PPWK) was approached in mid January 2006 and informed of a government intention to invite some of our members to a proposed committee to study the “cultural elements” of the WKCD development. However, since the proposed committee would still be confined within the framework of “single development” approach, which went against the fundamental principle of participation-for-all advocated by PPWK, we turned down the government approach. This was reported in the media and it is understood the government had to then abandon its plan. On 26th January 2006, PPWK and some of the culture and art as well as professional sectors held a joint press conference on “WKCD Joint Statement”(to be linked), requesting the government to:

•Abandon the “single development” approach
•Stop bundling cultural facilities with real estate property development
•Speed up the formulation of a cultural policy that is transparent and respects different stakeholders
•Speed up the formation of the provisional West Kowloon Authority

The Joint statement was initiated and signed by: West Kowloon concern group of Hong Kong Institute of Architects, Hong Kong Institute of Contemporary Culture, Zuni Cattle College, Zuni Icosahedron, Community Cultural Concern, SynergyNet, Civic Act-up, People’s Panel on West Kowloon and the Conservancy Association.
